Competitiveness

The last facet of the EU energy policy is closely interlinked with the internal energy market. To create secure, affordable, and sustainable energy, the notion of competitiveness is essential in the energy sector. One of the goals of the EU energy policy is to operate its internal energy market in accordance with international rules on market competitiveness. The Commission made efforts in 2001 to create an internal energy market, offering member states fully liberalized natural gas and electricity markets by 2005 (El-Agraa 2011, p. 267). Accordingly, these markets have been able to transform into competitive markets so that consumers can choose their providers freely. Moreover, the Commission is implementing the Union’s competitiveness policy to turn the electricity market into a competitive market. In this case, the Union’s competitiveness policy is aimed at providing assistance and opportunities for new entrepreneurs in the electricity market who want to provide better service to their customers in harsh conditions. The Commission aims to achieve the end of the old electricity oligopoly market rules though implementation of the Union’s competitiveness policy. Furthermore, the founding treaties of the EU established the legal basis for free movement of gas and oil within the EU. In addition, the same legal framework for transportation and distribution of gas and electricity was enacted by the Commission on the basis of its competitiveness rules. By use of the competitiveness rules, the old monopolistic markets have been successfully transformed into liberal markets.
